Hôpitaux Robert Schuman S.A. with its 310 self-employed doctors and 2,300 employees, is looking for a Health Data Policy and Standards Specialist to strengthen its effort in the project DataSpace4Health (www.dataspace4health.lu) aiming to build a health dataspace through interconnecting various stakeholders from the healthcare ecosystem. By creating a secure health dataspace offering Gaia-X compliant services, the project aims to enable new healthcare services and improve patient outcomes, offering securely health data to researchers while preserving data ownership and privacy.
Vos missions :
The Health Data Policy and Standards Specialist will be responsible for developing and implementing policies and procedures for the Health Data Space, proposing legislative changes in collaboration with regulators, creating industry standards to support the Gaia-X project, and defining new roles and responsibilities within the health data ecosystem. Your key responsibilities will be:
Policy Development
- Draft and implement policies and procedures within the healthcare sector, ensuring they meet industry standards.
- Manage and ensure the compliance of health data management, privacy, and security standards specific to healthcare.
- Create and maintain comprehensive rules and procedures for middle-layer data integration and usage within health data spaces.
Legislation Expertise
- Conduct legal research and legislative drafting related to healthcare regulations.
- Monitor and interpret current healthcare regulations, particularly those related to data use, patient privacy, and AI (e.g., European AI Act).
- Collaborate with regulators and industry stakeholders to develop and propose new legislation that addresses regulatory gaps in the healthcare sector.
Industry Standards Development:
- Lead / Follow the development of industry standards within the healthcare sector.
- Understand the implications of the Gaia-X project on healthcare data spaces.
- Create and promote non-binding industry standards that support the development of new data space initiatives.
Stakeholder management
- Identify and define new roles and responsibilities within an evolving health data ecosystem.
- Develop RACI (Responsible, Accountable, Consulted, Informed) matrices aligned with legal duties specific to healthcare.
- Facilitate communication and collaboration among various stakeholders, including those from public and private sectors.
Technical Knowledge:
- Apply basic understanding of health data interoperability, Electronic Health Records (EHR), and data integration technologies in healthcare.
- Support the structure and implementation of data spaces within the Gaia-X framework, ensuring alignment with healthcare industry standards
